New Cross-Border Service, Carrier Intelligence and Customs Consolidation

October 23,2026

U.S. Freight Brokerage Weekly

A cross-border shipment depends on several connected decisions: which carrier can move it, how that carrier is monitored, and who coordinates customs clearance. Developments announced during October 19–23, 2026 touched all three parts of that process.

Roadrunner introduced Canada-to-U.S. LTL service. SONAR expanded its transportation datasets and carrier-monitoring tools. Mullen Group signed agreements to acquire customs brokerage and trade-compliance provider Willson International.

For U.S. freight brokers and shippers, these announcements create new options and new information to evaluate as they plan shipments, review transportation providers and coordinate border movements.

Roadrunner Adds Canada-to-U.S. LTL Connections

On October 23, Roadrunner announced an outbound Canada-to-U.S. service connecting Canadian shippers with approximately 40 major U.S. metropolitan markets. The service operates through truck linehaul, with no rail movement.

Roadrunner already offered U.S.-to-Canada service. Adding the reverse direction broadens its cross-border offering and gives brokerage teams another service option to assess for freight entering the United States.

Alongside the expansion, Roadrunner announced a 5.9% general rate increase effective November 2, 2026. The service launch and approaching rate adjustment give shippers and brokers a reason to refresh their lane-specific evaluations.

The practical work starts with the shipment itself. Origin coverage, destination service, pickup arrangements, transit expectations and applicable charges determine whether an additional network option fits a customer’s requirements. Brokers should confirm those details when building or revising a cross-border quote.

SONAR Expands Visibility Into Routing Guides and Carrier Activity

On October 22, SONAR announced three new truckload dataset groups covering routing-guide performance and contract-rate changes. These measure what shippers pay transportation providers, including brokers and carriers.

  • Routing Guide Premium: Measures the difference in all-in shipper costs when freight is accepted on a second or third tender instead of the first.
  • Routing Guide Acceptance Share: Shows where accepted loads fall within the tender sequence.
  • Contract Rate Change Direction: Tracks changes between new and previous contract base rates.

The datasets update daily using a seven-day rolling average. They provide information about shipper-to-provider pricing and routing-guide performance; broker margins and carrier operating costs require separate analysis.

SONAR also expanded SearchCarriers with watchlists for up to 200 carriers per user, email notifications, inspection searches, and equipment lookup by VIN or license plate. Monitoring options include changes to contact information, inspection activity and out-of-service orders.

For brokerage teams, the operational value is continuity. Carrier information can change between shipments, and alerts provide another way to bring those changes into an ongoing review process.

Mullen Moves to Expand Customs Brokerage Through Willson International

On October 19, Mullen Group announced definitive agreements to acquire Willson International and its related entities. Willson provides customs brokerage and trade-compliance services in Canada and the United States.

The transaction is expected to close in the fourth quarter of 2026. It remains a pending acquisition at the time of the announcement.

This development concerns the customs side of cross-border logistics. For freight brokers coordinating transportation across the U.S.–Canada border, the acquisition is relevant because customs-provider relationships form part of the wider shipment handoff.

As the transaction progresses, customers will want clarity around their service contacts, documentation processes and operational coordination. Those details help transportation teams understand how to work with the customs provider supporting a shipment.

What These Developments Mean for Freight Planning

The three announcements address different sources of shipment complexity. Roadrunner adds a transportation option. SONAR adds information for evaluating transportation performance and monitoring providers. Mullen’s proposed acquisition expands its customs-brokerage capabilities.

Turning those developments into useful customer decisions requires a connected operating process. A new service needs a lane-specific review. A carrier alert needs an assigned reviewer. A customs handoff needs clear ownership and timely communication.

Brokerage teams can bring that approach into their daily work by focusing on four areas:

  • Refresh cross-border options: Check current service availability against the actual pickup and delivery locations.
  • Keep carrier information current: Establish who reviews provider changes and how relevant updates reach the shipment team.
  • Clarify customs responsibilities: Confirm the customs contact, required documentation and communication process before pickup.
  • Update customer commitments: Base quotes and service expectations on confirmed shipment details and current carrier terms.

These steps connect market news with operational decisions. They help teams determine whether a new service, dataset or provider relationship will improve the way a particular shipment is planned and managed.

A More Connected View of U.S. Freight Brokerage

This week’s developments show how transportation networks, provider information and customs coordination intersect in cross-border freight.

For brokers, the opportunity is to make those connections useful to customers: identify suitable transportation options, maintain current provider information, and establish clear handoffs between the people responsible for each stage of the shipment.

That work begins before pickup, when the shipment requirements are understood and the operating plan can still be adjusted.
